Proposal Manager Job Description: 

We are seeking a highly motivated and experienced Proposal Manager to join our dynamic team. The Proposal Manager will be responsible for managing and coordinating all phases of the proposal process in response to Requests for Proposals (RFPs), Requests for Qualifications (RFQs), etc. and other business development efforts. This role requires a detail-oriented individual with excellent project management, communication, and writing skills.

Key Responsibilities:

  • Lead the proposal development process from start to finish, ensuring compliance with RFP/RFQ requirements and internal guidelines
  • Collaborate with technical staff, project managers, and other stakeholders to gather necessary information and develop comprehensive proposal content
  • Develop and manage proposal schedules, assignments, and deadlines
  • Write, edit, and format proposal content to create clear, persuasive, and compliant documents
  • Coordinate with engineering staff to and sub-consultants to complete technical portions of the proposal
  • Conduct quality reviews of proposals to ensure accuracy, completeness, and adherence to client requirements
  • Maintain a proposal content library and manage proposal-related documentation
  • Provide training and guidance to team members on proposal development best practices and processes
  • Track and report on proposal development metrics, win rates, and other key performance indicators
  • Stay up-to-date with industry trends, client needs, and competitor activities to enhance proposal strategies

Business Development responsibilities include:

  • Create company promotion for social media postings, articles, project profiles, etc.
  • Co-ordinates and assists with the preparation, strategy, and submission/distribution of other promotional materials and correspondence
  • Maintain and coordinate business development filing systems
  • Research/compile data to prepare promotional submissions, presentations and proposals

Qualifications:

  • Bachelor’s degree in business administration, Marketing, Communications, Engineering, or a related field
  • Minimum of 5 years of experience in proposal management, preferably in the engineering or construction industry
  • Proven track record of successfully managing and winning proposals for large, complex projects
  • Strong project management skills with the ability to manage multiple proposals simultaneously
  • Excellent writing, editing, and proofreading skills
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Creative Suite (InDesign, Photoshop)
  • Exceptional attention to detail and organizational skills
  • Strong interpersonal and communication skills, with the ability to work effectively in a team environment
  • Ability to work under pressure and meet tight deadlines
  • Knowledge of municipal engineering and construction industry standards and practices
